Will God destroy the earth with a drought instead of a flood to keep his promise to Noah?

According to Genesis, God promised Noah that he would never again destroy the earth with water. Millions of people world-wide are experiencing famine, thirst, and even violence due to a lack of water. Do you think that God could destroy the earth with a lack of water in stead of with an abundance of water?
