Why cycle my tank? Would i need to?

I dont see why id have to, i dont have any fish. Im getting two african dwarf frogs (in 5 gallon), which are fully aquatic frogs that swim up to the surface for air and dont have gills. Also when i do water changes every week i add a dechlorinator. So question is, would i really need to cycle...
