Can I breathe under water if i cut lines into my neck like how a fish has?

I want to learn how to swim but i dont want to risk drowning and i poor and my mom cant afford swimming lessons. I have been watching discovery channel and the guy on the T.V. said fish can breathe under water because of their lines on their neck (i forget what he said they are called). So i was wondering if i cut line in my neck will i be able to breathe under water? I want to be good swimmer and beat Mikel Phelps
